Most ethical problems don’t begin with bad intentions. They arise in gray areas where professional responsibilities, personal relationships, community connections, and competing interests overlap.

​This interactive 90-minute training explores dual relationships, boundary crossings, and conflicts of interest through real-world examples and discussion. Participants will learn practical strategies to recognize ethical risks early. Emphasis is placed on rural, recovery, and culturally specific communities where overlapping relationships are common. Participants will leave with tools to strengthen ethical decision-making, effectively use supervision and consultation, and maintain professional integrity while staying connected to the communities they serve across settings.

Fernando Peña, CADC II, QMHA II (Portland, OR), is a bilingual, bicultural Dominican American trainer with expertise in Motivational Interviewing, trauma-informed care, harm reduction, MOUD engagement, and Recovery-Oriented Systems of Care (ROSC) implementation.

​As Founder and Executive Director of El Jardín Recovery Centers (2020–2026)—Oregon’s first Latino-specific recovery organization—he designed and delivered culturally responsive trainings, including Oregon’s inaugural 80-hour Spanish Peer Wellness Specialist curriculum, serving over 20,000 Latinos.

Together we will explore the unspoken power dynamics present in behavioral health, addiction and peer support roles within these helping relationships. 
This training examines how authority, influence, lived experience, boundaries, bias and professional roles can impact vulnerable populations, both positively and harmfully. 

Participants will explore ethical decision-making, relational accountability, dual relationships, communication, and the responsibility that comes with being trusted by others. Through discussion and real examples, attendees will strengthen their ability to recognize various power imbalances, reduce harm and practice ethical person centered care with greater awareness and integrity. 

Speaker: Stephannie Sloane

Stephannie currently serves as the Associate Credentialing Director with MHACBO. She started in the BH field as an intern counselor in 2016 and went on to be an SUD counselor, Clinical Supervisor & Program Director in the addictions field.  Stephannie earned her Associates Degree in Mental Health & Human Services in 2017. She works hard to fight the current opioid epidemic as a narcan trainer and overdose awareness volunteer.

Stephannie also provides ongoing professional training in motivational interviewing, group counseling, ethics, harm reduction, clinical supervision, and reducing stigma to local groups & organizations wanting more training.
